Garver documented and corrected the electrical system of an existing wastewater treatment plant at the UPRR Herington Yard. The original motor control center and PLC control panels were built by two different suppliers who inadvertently used different plan sets. The electrical system was installed using local electricians who made all the interconnections between the systems and made many undocumented field changes to make the system work. In addition, the wiring used all black wire with no wire identification labels.
Garver selected a preferred electrician, went to the site, and wire by wire began to document the electrical system and provide permanent heat shrink labels for each wire. Garver redesigned the system to operate as closely as possible to the modular design used by UPRR.
Garver corrected the wiring errors that caused intermittent fuse blowing and provided a true "hand" operation for the plant process pumps. Before leaving the system, an engineering report documented additional recommendations for future improvements, including a recommendation for enclosing the entire WWTP in a metal building to provide weather protection for the indoor control panel. An "as built" set of drawings was made for the client. The job was completed 20 percent under budget.
