Fort Bliss Water System Improvements

Project
The Fort Bliss army facility in El Paso, Texas maintains its own water supply, treatment, and distribution systems to serve the entire base facilities. These aged systems needed repair and upgrading. Garver, as a subconsultant, assisted in the development of the Charrette and project scoping under the Fort Worth District Corps of Engineers' guidelines. Garver also assisted in the preparation of plans and specifications to improve the systems.

Work tasks included new steel ground storage water reservoirs to replace existing concrete reservoir structures, replacement of system pumps along with JP8 fuel-driven engine drive standby units, replacement of several thousand feet of water line, and a complete overhaul of the water control system with a new SCADA and fiber optic setup. Innumerable problems were encountered during design because the existing water system was not in good shape—there were many previous design/construction errors Garver had to fix to make the system work. The project included 35%, 65%, and 100% review stages and Value Engineering requirements. Garver successfully completed the design and met the aggressive fast-track schedule deadline for this 36-site water SCADA system, three pump stations ranging from 200 HP to 500 Hp, and five system water tanks.
