Fort Sill Industrial Park

The City of Elgin partnered with Garver to develop a master plan for a proposed 300-acre industrial and commercial development near Fort Sill and Interstate 44 in Elgin, Oklahoma.

The Master Plan established a preliminary plat for the Industrial Park that includes lots sized for heavy industrial, light industrial, commercial, and retail uses. The development includes approximately 3.5 miles of new roadways and over one-half mile of railroad track.

Corridors and easements for the proposed water distribution, sanitary sewer collection, and stormwater collection and detention were also established. The anticipated loadings for each of these systems were determined, and the master plan included the recommended design, capacity, and layout for each system.

Coordination with numerous regulatory and funding agencies, including the US Army Corps of Engineers, Environmental Protection Agency, Water Resources Board, Department of Environmental Quality, and Economic Development Agency, was also an important element of the plan.

Garver is providing program management and design services for all park infrastructure including:

  • Approximately 6,000 feet of 12-inch water line in the initial phase and over 17,000 feet of 12-inch line in the total build-out
  • 11,000 feet of new sewer line and submersible sewage lift station
  • 6,000 feet of two-lane curb and gutter roadway for Phase 1
  • Drainage and detention improvements, including large grass-lined open channels, two detention ponds, and several bridge-boxes
  • Rail spur
