The Alabama DOT hired Garver to update the Alabama Statewide Airport System Plan in two phases, a Feasibility Study and Site Identification Study, for Clarke, Choctaw, and Marengo counties.
Feasibility Study
The Feasibility Study reviewed existing aviation infrastructure and its development potential, which included existing airport inventory/analysis, regional transportation system and economic/demographic analysis, regional aviation demand forecasts, airport facility requirements, and existing airport evaluation based on a matrix of specific parameters. The study determined that the three-county region is forecast to realize an increase in aviation activity that necessitates aviation enhancements beyond the capabilities of the existing public airports. This conclusion precipitated the development of a Site Identification Study.
Site Identification Study
The Site Identification Study was a full geographical information system (GIS) evaluation of the three-county region based on access, terrain, utilities/ services, floodplain, and development. The study concluded with a recommended site for development of a new regional general aviation airport and the necessary steps for the supporting local governments to form a new airport authority and complete the design and development of this new regional airport.
