As part of Garver's on-call engineering contract with the Oklahoma Department of Transportation (ODOT), Garver met an aggressive six-week deadline to prepare conceptual design plans in support of a Federal TIGER (Transportation Investment Generating Economic Recovery) Grant application for the I-244 Multimodal Bridge over the Arkansas River. The functional plans and cost estimates evaluated the feasibility of the bridge in conjunction with highway, rail and pedestrian alternatives. This was the only Oklahoma project to receive TIGER grant funds and was one of the top 10 largest projects funded.
